It is unclear whether Smiley was related to the two children. Police described Smiley as 5 feet 5 inches tall and weighing 180 pounds with black hair and brown eyes. His clothing description was unknown. Smiley and the two children were reportedly traveling in a 2008 black Nissan Maxima with Pennsylvania license plate LMJ-5478.
Public safety officials urged people to call 911 if they spot the vehicle or the missing children. In the United States, the method was developed.

Commercial and public radio stations, Internet radio stations, satellite radio stations, television stations, text messaging, and cable television broadcast the alerts through Emergency Alert System and NOAA Weather Radio. AMBER Alerts are issued by police bodies and sometimes by highway patrols.
